HEY LULY... I had the same problem (finally) on another site... I found some stuff that looks like it fixed it

maybe it will for you too?
Are you using Norton Internet Security suite for your antivirus?
If so. it's got a built in popup blocker (lordy -- I had 5 popup blockers on my computer at one time

)
here's the destructions to disable it:
To turn off Pop-up Window Blocking
In the main window, under Norton AntiSpam, click Status & Settings.
In the System Status pane, double-click Popup Blocking.
In the Ad Blocking window, in the Ad Blocking settings for drop-down list, select the account that you want to change.
In the Ad Blocking window, uncheck Turn on Pop-up Window Blocking.
Click OK.
