Sure, you can, but you won't. Because there is no return on your investment if you make them stop. You do better financially if they spread drives far and wide so you can sue the users and force them into settlements. Remember Kurt's famous motto:
"Suits drive sales." You're not out to stop piracy at all, you're out to license it and make money from it. You've even invented a special "Pirate HELP License" in order to keep the piracy alive and well and making you money.
