The mini jack is the worst way to get audio from a computer to a mixer. You always want to use the USB whenever possible for best quality! For home use, I'd go with a USB mixer with a built-in soundcard for simplicity.
I agree 100% IF you are doing this professionally. This is just for their daughters. In my experience most families with young children can't afford to spend $600 on a hobby, no matter how enriching or educational it may be.
Built in sound has improved DRASTICALLY in the last few years ESPECIALLY for desktop computers. Would a usb connection be preferable? absolutely, and if they are willing to spend the extra money on a good USB mixer, more power to them, but i was giving the CHEAPEST setup I personally would be comfortable setting up.
