As far as rotation, I take singers for the first rotation until 45 minutes after the top of the hour. After that, eveyrone goes in the next rotation. People hate the ever-growing rotation. If you were there early, you should not have to wait indefinitely for your second song. This gives incentive to show up early. I also will start right on time no matter what -- I hate it when I show up on time and the host says "I'm going to wait until I get a few more singers". Why would anyone ever show up on time if they are going to have to wait?

Because having the same 3 people sing 5 songs within an hour is boring and downright depressing, that's why.

I admit it can be for the KJ, especially if the singers are mediocre, but then it is the job we signed up for. You can be sure the 3 people who show up early to a "Karaoke" show would much rather sing than listen to a jukebox. They can do that anytime at any venue.

Not to mention the fact that they will probably open up spots later on when you get crowded as they're more likely to leave with 5 songs under their belt when the rotation starts expanding.

Unless your shows are always just plain dead, it makes no sense to artificially create a long rotation that you can't recover from later.
