Those statements are misleading at best. There are many factors involved with transmission of radio frequencies such as transmitter power, receiver quality, type, size, and height of antenna, transmission mode (am fm pcm etc), bandwidth etc. The radio frequency itself is only a small part of the equation and is not the sole determining factor in how far it travels or 'what it will travel through'.
In cases of transmitting mixed media signals (af and vf), you're limited by bandwidth and power. The better the transmitter and receiver qualities, the better the signal will travel. Without comparing the specs of the different transmitter/receiver combinations, it's difficult to say which ones will work better, since most of the less expensive ones are designed for home use/limited distance.
