Babs.   Do you know this kid ?  Do you know his parents ?  Do you know he's not making this up ?  I wouldn't lose sleep over it until finding out whether or not it's true.  Who knows,  it might've happened once, might never have happened, or there's likely more too it.  

Yes,  I think it's strange, but I've learned that things aren't always as presented in certain contexts.  The kid wanted to smoke and he might've assumed this was a means that he could get around your "parenting speech".
