it's the <marque> html code! Do a google search on it... and make certain your preferences allow html code!

Actually, on your profile settings, where you type in your signature, there is a link just below the box for advanced editing tools.  Click on that.  Then you just click on scroll and click on it again when your done with your entry.

Play with it and preview your results until your happy with them.  HTML does not have to be on to do this (mine isn't).
