 ...I found some sort of variations of this riddle on an Irish folklore site and you seem to have changed some KEY words accidently (though yours may just be a different riddle altogether)....here is how it is written where I saw it:
OVER gravel I do travel
On oak leaves I do stand
Ride a filly never FOALED
With the DAMME in my hand
AND (different riddle, different solution)
Over gravel I do travel
On oak I do stand
Ride a filly never foaled
With a bridle in my hand
I also found the solutions, but the first one is stretching it a bit!!

A sailor is correct for the 2nd one....The answer they list for this one is a bit of a stretch...

Answer: A man riding a horse that was cut out of its mother instead of birthed (never foaled) and he is holding a bridle made from the mother horse's (damme's) skin.
