What software did you use to create the mp3? While reencoding can easily be done with a variety of software packages, if possible I'd prefer to explain how to 'tweak' the settings in your software for future use and more permanently resolve your problem. BTW, I prefer to save using the highest bitrate I can and still fit under the size limits for my subscription level. It means I get the best quality possible for that file size. Sometime I save 2 or 3 times to get the size I want before I post.

If you used Audacity:
1. Open the project.
2. Click File/Preferences
3. Click on the File Formats tab
4. Change the Bit Rate setting in the MP3 Export Setup block near the bottom of that tab
5. Click ok
6. Click File, Export as MP3

As for being in South Florida, I know that Luly and maybe a few other members are in South Florida. I was in northwest Florida last week... but didn't get any closer to you than Defuniak Springs (just north of Panama City).

why would you need to go sooooo low? You'd suffer greatly from the quality. I'd say 80 or 92 is just fine for most mp3s
