This ad appears 6 times on my kijiji search

Don't waste your time or effort. There is no one policing actual piracy of this sort.

That's not true. We can and do go after these operators.

But the problem in this case is that the guy is based in Canada, which makes it much more difficult to deal with him.

The best thing that you can do in this situation is to report the ad to the site.

So there's no music piracy regulating in Canada? That's seems like a pretty big oversight lol

What would happen if I contacted the police?

Much as in the U.S., regulation of music piracy falls to the owner of the intellectual property being infringed. It is difficult for us as a U.S.-based company to go into Canada to seek enforcement of our rights. (It's hard enough in the U.S., where our rights are firmly established through registrations; in Canada, we would have to rely on common-law rights.) The reality is that if people like this had money enough to pay us a judgment--even to the extent required to cover our attorney fees--they wouldn't be selling hard drives for $450.

The police might be interested, if there is an intellectual property crimes unit. I really couldn't say. We've never had much luck getting law enforcement involved (with a couple of notable exceptions), but things might be different in Canada.

Citizen's Arrest? Is that available in Canada? Of course you'd have to prove he stole the goods. How would you do that? Then you'd have to prosecute him yourself because no legal authority will.

Yes there is citizen's arrest in Canada though it probably is a bit different than the US. If interested you can follow this link and go to Section 494:

For intellectual property offences/investigation you can contact the RCMP.
