Much as in the U.S., regulation of music piracy falls to the owner of the intellectual property being infringed. It is difficult for us as a U.S.-based company to go into Canada to seek enforcement of our rights. (It's hard enough in the U.S., where our rights are firmly established through registrations; in Canada, we would have to rely on common-law rights.) The reality is that if people like this had money enough to pay us a judgment--even to the extent required to cover our attorney fees--they wouldn't be selling hard drives for $450.
The police might be interested, if there is an intellectual property crimes unit. I really couldn't say. We've never had much luck getting law enforcement involved (with a couple of notable exceptions), but things might be different in Canada.
