Ummmm yep....apparently you don't understand the socialist form of government... You don't get a licence. The government "Ordered" them "all" closed. This article may make it more clear. The headline says it all.
North Korea to Ban Karaoke Bars
The North Korean security agency in an effort to maintain the socialist system, has ordered all karaoke bars and internet cafes closed.
The new directive will require government authorization before allowing them to operate. The directive is quoted saying that it is "to squarely confront those who threaten the maintenance of the socialist system."
Many of the karaoke bars and internet cafes are located in the Northern part of North Korea and are popular with merchants doing international business with China.

All karaoke Bars and Internet Cafes i thought was pretty self explanatory?
It doesn't say they will be allowed to remain open with authorization. It says they will need authorization to reopen, THEY HAVE ALL BEEN CLOSED! Not the samething! This was brought up as a funny type of ridiculous news article, i can't even read this unworthy news article with a straight face. You have to understand the socialist form of government to get the humor in this article i guess. But to think someone would actually take this article seriously, also makes me wonder. Just glad i live in the good ole USA.....

Mike......I'm with you 100% on that my friend. I am a musician, have been all my life. But i will still say, the karaoke folks are for the most part. The most friendly, nicest folks around. Your creed is great my friend. Wonderful attitude, and thanks for sharing....Sing on!

This is North Korea.
NOTHING was done there in the past without government approval. If they had ANY karaoke in the past the official government line was to allow it. It is not like anything happens there without notice of the government.
It is not one of those crazy third world countries where no-one knows what is going on with any laws and most business are technically illegal for multiple things.
In North Korea like no-where else legal is black and white. Illegall does not happen.
THey changed the government policy on karaoke hence the story.
Why would anyone need entertainment of any form in North Korea is the government line. THe people there live in paradise, and need no entertainment distractions, or so goes the government line.

My point...and thus...we all share and share alike. Nope...the people in N Korea don't need entertainment. ...Singing is not fruitful....you are correct. And they may just do business with the chinese while singing Honky Tonk Badoonka Donk!...

Ok, here it goes:
karaoke is very popular is popular in N Korea. There is money in it. Some one high up in the goverment want a share of that money. Close down all existing karaoke 'operating without state authorization'. Then he have a monopoly.

Then.....they can control all operations of that wonderful pastime as well, and any money it may bring. ...Then they will have a monoply on it. This my friend is the basics behind all socialist governments. It's control. If the government doesn't benefit from something, no one has it. .......Just rewrote it to "try" and make it clear to you. But if it still isn't...then i give up....

Jian, i knew what you meant my friend, and i think you actually knew what i was trying to get at. I was just trying to be a little light hearted about it is all. I am a hillbilly Jian, and i make no apologies about it. I wouldn't hurt or say anything to anyone deliberately, or out of spite. I respect everyones opinion, and their feelings. I just try to make the best out of life, and not be too serious doing it. I have spent most of my life on the road, playing with one band or the other. I am widowed, with one daughter, who spent a tour in iraq, and may be doing another. I guess i'm too young for my age. I am going with a sweet wonderful young 31 year old gal, that keeps me on the go, and sometimes i feel my age. So Jian, just slap me, and tell me to stand in the corner, and i will feel right at home.
