I'm after a karaoke app for my Smart TV that can access my library of MP4 files of karaoke songs I have saved onto my NAS; and change the pitch/tempo of the MP4 file on the fly. Is anyone aware of any apps that can do this?

What TV do you have? What operating system is on it? The search for a suitable application depends on this.

Or just hookup your laptop to your TV and have far better apps and more to choose from. TV apps are good at playing media, but not good at all of the other things you may need to do like instantly adjusting some setting (like pitch). The TV remote isn't suited to have instant control over many options, other than volume. Not sure if the operating systems in TVs are capable of that low level manipulation of the audio on the fly. The CPUs in TVs are not as fast or capable as the ones in your average laptop. The same is true of most appliances. Your refrigerator may be able to browse the web, but you won't be able to play Quake III on it.

A great option for those with a laptop. You can't do that with a stationary PC. I often control my telecom using a smartphone - a little more convenient than with a remote control.
